Open route editor. Open your route. Select 'window' then 'select texture'. A small window will open. Select 'Edit' then 'insert' from the menu. A list of your textures contained in the route's 'Terrtex' folder will open. Selec the one you want and it will appear in the 'select texture' window. Go to the 'mode' window, select the little paintbrush and hill button. You'll have a grid on your route. Select a square, push a number and the texture corespnding to that number will appear. Cut and paste as needed. If you want more textures you'll have to add them to your route's terrtex folder.

Browse to http://steam4me.railpage.org.au/trainsim/tutorials/index.html and read the tutorials there.

http://steam4me.railpage.org.au/trainsim/tutorials/selecting_terrain_textures.html may answer your specific question.
