Most software is not sold outside its target market (amazon-us generally won't ship software to Aus either).

AFAIK, the program is over 6 years old and was made obsolete by tools such as Demex, Jumper, Mosaic, Route Riter. Route developers such as Russell Beer used it to terraform early routes such as Foot-Ball as DEM and DEM-importing tools were not readily available as they are now.

http://ts-tools.com no longer exists. There is a place-holder site at http://dcm.oceansfree.com/, dated January 2002. The train-sim.com page at http://www.train-sim.com/news/tsto0508.htm points to an online purchase site that returns a "product not found" message.

Product support and registration is now non-existent (and was always an issue when you could get the product). Many users complain of time-locked registration keys that no longer work and replacement keys are not available. Other users have had trouble operating it on XP post-SP2 and Vista.

Exactly what do you need it for (I ask as the route-builders here may be able to help you with more modern and more available tools)?
