The Lascelles to Hopetoun section has a lot of merit if passenger services don't return to the Mildura line.
When you consider gradients and curves, the section from Ballarat to Donald is always going to be slow and require maintenance.
Whereas, via Hopetoun avoids the Pyrenees and gives flatter, straighter running.
The amount of track required to be maintained solely for Mildura and Ouyen traffic is reduced significantly. Also, the traffic between Stawell and Melbourne is increased, helping to justify longer loops or even sections of double track.

DalyWaters - the section betwixt Stawell and Melbourne goes through the Pyrenees.
