Not Emerald Hill.
This a bit of a toughy. I think a hint is in order.
It is a location where you would see a lot of hoppers and right behind me is a level crossing.

Sorry folks, I owe chase42211 an apology. It is Whittingham and it is chase42211’s floor.
When I clicked the link from the reply notification email it took me to SMR30’s guess and I did not notice chase42211’s guess at the top of the next page, although I suspect it slipped in between my clicking the reply button and actually submitting the reply.
