Two things there, ParkesHub.
1) As the line is only rated for 115km/h, the V'locity would only be charged the same rate as the Current Overland, but with a lower variable GTK charge. Your V/Line driver would also need to be route qualified with the ARTC Rules, and appropriate radios for communicating with ARTC Mile End, as well as other Safeworking requirements as defined by ARTC. (Actually, given the current tonnages, it'd attract the minimum 1000T GTK charges, I guess. This would make one very special V'Locity, and a very special driver or two.
2) This V'locity would not be able to take advantage of any of the RFR corridors, and thus perceived improvements wouldn't be their like the train between Ararat and Melbourne, ie Ride Quality/Time etc. It is about 40 minutes faster to travel Melbourne to Ararat on the BG, then on the SG (assuming the Overland was on time). This problem isn't insurmountable because you could look at the Spanish/French Solution of Variable Gauge Axles, all it needs then is an adjuster spur-line from the ARTC Main Line to the Ararat V/Line Line in Ararat.

If and when any sg VLP service is provided on the Western line to points beyond Ararat it would almost certainly be a shuttle DRC service by sg Sprinter or Vlocity because run as a shuttle service with cross platform connection at Ararat with bg services to/from Melbourne :
* Faster than running via North Shore.
* There is absolutely no worthwhile patronage (town wise) between Geelong and Ararat on the sg line.
* One sg train set could run 2 return trips Ararat/Dimboola daily, whereas running through to Melbourne would double the rolingstock requirement.
* ARTC would not want valuable sg pathing space closer into Melbourne being hogged up by passenger services, when they could run local port shuttle services etc .
Speedwise beyond Ararat the Track is 60kg on wooden sleepers CWR with 3 position CTC signalling . The heaviest mainline G locos are allowed 115 kmh with loco hauled passenger trains . DRC's with a lighter axle load could expect to be allowed at least 130 kmh subject to suitability of signal sighting and adjustment of lx warning times .

I think V/lINE is happy with their coaches beyond Ararat.
If a V/Line train was to go beyond Ararat why would It go to Dimboola ?
Dimboola has a population of about 1500 as Horsham has about 30'000 ?

Most Drivers at V/Line have in the past been qualified from Melbourne to Dimboola and the relevant Safe working systems. It would take SFA to retrain enough drivers to run this service, whether they would bother is the real question.

A morning SG shuttle from Mt Gambier to Portland to Hamilton to Ararat, wait for the train from Melbourne and then continue to Stawell and Horsham and back in the afternoon, could complement another shuttle going in the other direction.
These are all reasonable sized towns that deserve a bit of a rail revival....
Then again, the coach could be quicker and smoother...
and we're not in Europe:
