Usually the drugged out bums with no tickets are the prime troublemakers aren't they? So if you make them pay they will probably be less inclined to use the service just to make trouble.
It's a bit rediculous suggesting that the TO's shouldn't be checking tickets, because they are basically killing two birds with one stone, so to speak. By checking tickets they are enforcing the law and also providing a security presence, which is their primary role.
You will probably find the reason they have blitz at certain stations, is because they have been having trouble at that location, so they need to show the flag to the locals to keep them in line.
I believe the main problem here, is that they need more Police and TO's, because the population is growing and evolving, but the government does not want to spend the money to provide the service.

Most people try to avoid a fine by writing a letter.
You either need to present as a law-abiding middle-class person who made an innocent mistake and won't do so again or an assertive person who knows the rules & their rights and won't concede that they broke the rules. Either way, you need to use correct spelling and coherent sentences.
The infringement-notice should come with an address for an infingement processing bureau.

If thats the case why isnt there a permanant presence of TOS on the Richmond branch??
PLenty of ferals with no tickets, drugged out bums threatening passengers and train crew, idiots with spray cans tagging trains.
Aske them why they do it and the kids say because they know they will get away with it.
These problems happen on a daily basis out there, yet after 6 pm not a TO to be seen past Blacktown.
Passenger and crew safety should be no.1 priority, it is very disheartening to watch these blokes organinsing their shift to find the quickest way home.

Some posters in the Melbourne suburban forum will tell you none of that happens down there, and that their trains are perfectly safe 99.9% of the time.
I agree whole heartedly with you nearmiss, but the politicians and a few of the Melbourne posters will tell you differently, even if you are a public transport worker and you observe these things on a daily basis.

Not suggesting that they shouldn't check tickets, but on Cityrail services it appears to the average punter that that is all they do. After doing a ticket check, why not do a patrol back through the train? In my experience, having done a ticket check they stay where they finished until they get off to check another service. Doing lots of purely security patrols can help send a message to change the perception of a normally cynical public that they're there for more than just generating a bit of income from fines.
Similar thing on stations: Instead of congregating in a little huddle waiting for the train, why not patrol up and down the platform a bit. Actually some do that, and it creates a much better impression than what appears to the casual observer as just aimlessly hanging around having a chat with their workmates.

Neither does the presence of non-fare-paying bogans at the outer reaches of the Burnley group explain a man shooting his wife (or was it de facto) in a shopping centre car park near a station on the northern group.
The last time that I saw a passenger visibly causing discomfort to other passengers in either Sydney or Melbourne, the Chubb security guards promptly intervened. What causes people discomfort will vary between people but I am prepared to believe that some such behaviour continues and some perpetrators get prosecuted.

I have mixed opinions on Transit Officers or Authorised Officers.
Many I have had on trains I have travelled on have been courtious towards passengers. I don't like it when a TO or AO comes from behind while you got your on the phone or got your earphones on and they come up behind you and stand over you demanding to see my ticket. Few good runs ins with AOs. One was on the Glen Waverley Line. When the AOs were checking Tickets I boarded the train at Syndal as they come into the carriage I was in the leading one say prior to commencing the ticket check "Good Afternoon passenger my is Joe Bloggs I am a Authorised Officer can I see you tickets please" another one was on the Frankston Line my mates Girlfriend had just moved to Victoria from Tasmania and bought a Concession Ticket but had a Tasmanian Healthcare Card. As she was new to Victoria they let her off with a warning. Some F***wit was Graffting a shop behind Mentone Station and the AO were on the train in the 3rd Car and they saw the kid jump the fence and run down to the last Car but the kid was long gone.

I agree with you on both posts and from my experience they did back off the pure ticket checking for a while, sometimes that checking can get a bit over the top, one Saturday I went in and out of the city, there was trackwork on my line so the usual bus to Sydenham, then train from there was the order of the day, on train in, TO's did the ticket sweep, but then on the way out again they swept the train twice between Martin Place and Sydneham with two teams - that just smacked of overkill to me (and probably others).
I see them alot these days at Kogarah station when schools out - then gone by the time the proper peak comes
I've also had dealings with them being on the wrong side of the regulations and to be honest it was an honest mistake on my part and I think the TO's who dealt with me knew that, I still remember the guy writing the ticket asking me if I was sure I hadn't bought a new ticket (I generally get a green travelpass) and that if I did, I could fax them a copy of it and the fine would be cancelled.
I guess they're like anyone and indeed any cop, you get good ones and you get c#$ts......

I'm torn on this.
On the one hand, I think it's wonderful PR when the TOs just walk through the carriage without checking tickets. It's got an old-style "cop on the beat" feel, and people feel better for not being treated like would-be criminals, knowing that the TOs are just after the ferals.
On the other hand, I also have a certain sympathy for zero tolerance policing, a la Rudy Giuliani's New York. One of the things he did was have cops enforcing ticketing laws on the subway 100%. When fare evaders got caught, it often turned out there were outstanding warrants for them on other matters.

You get the ones that bend over backwards to Enforce the Railway Regualtions and then you get the ones that spend the entire journey from when they board the train to when they get off just stand in the Doorways chatting to other Authorised Officers. One case of them standing in the Doorway was at Malvern when a couple of Ferels jumped across the pit from Platform 4 to Platform 3 they nearly got hit by a Pakenham bound Siemens train yet the Authorised Officers onboard my train saw them do it and could got off to Report them. But chose to stand in the Doorway and call up someone else to do it for them of course nobody was home at their Malvern Base so Ferels got away with it. Due to lazyiness of the AOs on my train. I bet if somebody else done that they'd be off the train like a Bat out of Hell
