Victorian Premier John Brumby will convene the Victorian Transport Summit this Friday, bringing together experts in urban planning, transport and the environment to further investigate the state’s transport needs.
The summit forms part of a consultation program to shape the Victorian Transport Plan, to be released by the end of the year.
Roads and Ports Minister Tim Pallas said the transport plan aims to tackle urban congestion and put in place a longer-term freight strategy.
“Big decisions need to be made to ensure we deliver the right short, medium and long-term actions and, in turn, build the best transport system for Victoria,” Mr Pallas said.
“Many thousands of Victorians have had their say on transport through submissions and local transport forums…We want to make sure as many Victorians as possible have their say before these decisions are taken.”
The Victorian Government has completed a 15-week submissions process in July, receiving over 2,300 comments from the public and industry. Eight local transport forums with local councils and community groups also followed.
“The next step is to talk to leaders of industry and peak bodies, which we will at the Victorian Transport Summit,” Mr Pallas said.
The summit will be based on a discussion paper titled ‘Your Say’ to provide an outline for the challenges the state currently faces in transport planning.
Public Transport Minister Lynne Kosky said: “The paper provides some examples of what Victorian’s have been telling us about road and public transport congestion, the environment, freight and regional challenges.
“The submissions process and local transport forums have shown how passionately our communities feel about transport and the wide range of views that are held. I’m sure the Victorian Transport Summit will also generate robust discussion.”
The results of the summit will be incorporated into the establishment of the transport plan in the next few months.

With Pallas running the show, will this just be another truck and road talk fest? When will Victoria finally get serious about an integrated road/rail freight strategy?

I am sure our communities, particularily the rural communities would prefer to see money spent on rail upgrades. I know this is the general feeling on the border here. Vic and NSW need to get more serious about rail investment. There is now talk in Albury about the possibility of additonal passenger services between albury (how cares about wodonga, they don't want the train remember) and Wagga.
Finally, are the public submissions online? If so, where can I find them?

Knowing Tim Pallas' devotion to all things roads, I too have little faith in anything he says transport wise because it will be predominately roads, with PT a very distant second.

Fairfax's national news coverage reads like:

Hi there
These people complaining about an underground road tunnel, are these the same people who complain about the amount of trafffic going down their local streets?
Stuff the greenies in Fitzroy & the EES......BUILD THE BLOODY TUNNEL and toll it so the unemployed bludgers of Fitzroy and Collingwood can't afford to use it.

I live in Wheelers Hill. No bloody tunnel is going to affect my local traffic, and yet I think it's a smeg idea.

Paul Mees wrote a couple of logically argued documents - 1 before and 1 after Rod Eddington's enquiry.
The first one discusses how Melbourne continually uses "conviction based" planning, rather than "evidence based" planning.
Conviction based planning is demonstrated by Lance with his belief in freeways, bypasses and tunnels.
Mees points out that the Citylink mega project was sold as the solution which would end all troubles... and within a few years we have the Scoresby freeway, westgate widening and a request for an east west tunnel!

In other words, it's just another excuse for them to spank the monkey and do bugger all. Maybe more for road than rail but the government couldn't organise a root in a brothel

This is the major question. Given the leaked documents regarding b-tripples on Victorian roads, one could drawn some conclusions with regard to Brumby not wanting to spend money on rail and assisting in building a freight strategy on road. This will have a number of serious consequences for the people of Victoria:
1. This will reduce the likihood major accidents
2. Will ensure minimal investment (if any) from other rail companies since a financial investment return against b-triple would in my view be difficult.
3. environmental issues associated with trucking of such large freight
4. cost of road maintenance to soar.

This is certainly what the communities are requesting, however, having regard to the story in saturday's age (insight section), it would appear Brumby is only going to pay lip service to these community groups.
Who decided the list of attendees to the community consultation groups? What was discussed? Where is the information available for review? Is the report from the sessions a true and accurate view?
Finally, and I could go on, why is the transport planning process in Victoria commercial in confidence? What are those people doing in the department of premier and cabinet with the strategy? Why is it top secret?
Why? Because Brumby will try and do a private sector deal on any upgrades which will include a road tunnel. This tunnel will not be backed by the people of Victoria, the federal government and community groups. But Brumby will try and push this through.
The difference this time is people are better informed. Get set for a huge battle over the road tunnel running right up to the next election in Victoria.
Get in early and get good seats.
