AMAGASAKI, Hyogo -- Hyogo Prefectural Police have announced the results of their criminal investigation into the Fukuchiyama Line derailment in April 2005, in which 107 people were killed, including driver Ryujiro Takami, and 562 were left injured.


The report accuses Takami, West Japan Railway Co. (JR West) President Masao Yamazaki and eight other senior managers of professional negligence resulting in death and injury, and police plan to send documents on all 10 to prosecutors early next week.

Out of respect for the surviving victims and bereaved families who campaigned for the disclosure of information on the investigation, police took the unusual step of announcing the results to them before sending investigation documents to prosecutors, in a three-day series of visits by the force's victims support division.

The accident, which occurred as the train traversed a sharp curve between Tsukaguchi and Amagasaki stations, was blamed mainly on Takami for driving too fast and failing to apply the brakes around the bend.

But victims accused Yamazaki, then general manager, and four others of failing to set up an automatic train stop (ATS) system near the scene even though the angle of the bend was increased in 1996. They also accused two of the nine of approving installation of an ATS system in September 2003, but failing to have it completed, while three are accused of threatening driver Takami with punitive training.

Investigators say the decision on whether or not to indict Yamazaki and four of the others will be left to the Kobe District Public Prosecutors Office, with the other four likely to avoid charges.

The first-generation bullet train that is to be decommissioned in November is enjoying popularity with passengers.

The "Series Zero" was introduced on the Tokaido Shinkansen Line between Tokyo and Shin-Osaka when the bullet train debuted on Oct. 1, 1964.

With a maximum speed of 210 kilometers per hour, it took about three hours and 10 minutes for the white and blue train to make the journey, halving the travel time of an ordinary limited express train. It was nicknamed the "dream superexpress."

Currently, there are 10 Series Zero trains used on the Sanyo Shinkansen Line between Shin-Osaka and Hakata operated by the West Japan Railway Co. (JR West), but they will be decommissioned at the end of November.

One of the front cars of the Series Zero will be displayed at the Railway Museum of East Japan Railway Co. (JR East) in Omiya-ku, Saitama.

The vehicle was transported from Osaka to Tokyo by ship and brought to the museum on Aug. 31 by trailer.

The 25-meter-long car, weighing about 59 tons, was produced in July 1964, shortly before the Tokaido Shinkansen Line began operations. It was decommissioned in 1977, and it had since been placed at a JR facility and used to train drivers.

Seats in Series Zero carriages that are still active have been replaced with reclining seats and their interior design has been changed. However, the interior decorating and equipment of the one to be preserved at the museum remains unchanged from those when the Tokaido Shinkansen started.

Nidec Corp, the world's largest maker of tiny motors used in hard disk drives, offered to pay up to $283m to buy Toyo Denki Seizo, aiming to tap overseas demand for motors used in railway cars.

Nidec, which has grown rapidly in the past few years through a series of acquisitions, said acquiring Toyo Denki would give it a platform to profit from growing demand for components used in rolling stock in the Chinese and North American markets.

"Expansion of the overseas operations, especially in China and North America where Toyo Denki already has a good presence, would be a key to the future of our transportation equipment business," Nidec said in a statement.

Nidec said it would offer ¥635 for each Toyo Denki share, more than double Tuesday's closing price of ¥285. Nidec, which currently has 1,000 shares in Toyo Denki, said it would bid for at least a 50.1% stake and will buy all shares tendered.

Toyo Denki said it has not decided whether to accept the offer, which will be effective through 15 December.

Before the announcement, Nidec shares closed down 3% at ¥6,730, against a 5% fall in the Nikkei average.
