Ah the big question then is whether you prefer to be Hutu or Tutsi?
Nah - we probably don't want to open that box

NSW Opposition demands recall of Treasury estimates
The New South Wales Opposition is demanding an early recall of Treasury estimates hearings to get a better picture of the health of the state's finances.
Treasurer Eric Roozendaal is not due to front a parliamentary committee to answer questions until later next month.
He is also preparing a mini-budget to be handed down in mid-November.
But Opposition Leader Barry O'Farrell says the Government needs to level with the public now.
"Initially we were talking about a $200 million deficit," he said.
"Mr Rees then inflated that to $1 billion without there being any evidence out there and I wouldn't be surprised if the mini-budget brings it in below that figure.
"At the end of the day it's all been a piece of fluff, it's all been a piece of spin and the public haven't been told."

Would there be merit in a property tax on homes to be built in the Northwest? Or in having the entire line built by private enterprise?
If only part of the line is to be built I would suggest just building from Rouse Hill to Epping.
Bring the 3900s back to Brisbane
Bring Karlsruhe Tramtrains to Australian cities
Extend the proposed Metro to Taylor Square
Extend the Gold Coast line to the Tweed

Nobody seems to be mentioning the Victoria Road metro-line anymore.
Mark Coultan in today's Herald calls for development of a metro service to proceed.
| Quote: | The easiest way - probably the wrong way - to save the budget is to cancel or delay the North West Metro. That would save $400 million this year and $500 million next, but Sydney desperately needs to solve its congestion problem. The real decision is whether the metro is the right solution. Was the previous scheme to build heavy rail extension to Rouse Hill better? Was the decision to build the metro driven by a lack of political will to tackle vested union interests, which is where really big savings can be made?
One of the most basic decisions any government can make is the allocation of capital. Rees has to make sure, before he commits to multibillion-dollar projects such as a new power station or the metro, that they are the best solution. |

The latest article suggests that the line will be a metro via Rozelle. However, at first, it would terminate at Rozelle and there's no suggestion as to when the rest would be built.
| Quote: | Mr Rees said he had asked the federal body Infrastructure Australia to entirely fund a Metro rail link from Rozelle in the inner-west, across Pyrmont, through the CBD and into Central Station.
The line will be separate from light rail services through the inner-west, and will terminate at Rozelle, where there is no connection to the existing CityRail network.
However, the new line could be extended to Sydney's north-west from Rozelle and to the west from Central Station, Mr Rees said. |
http://news.smh.com.au/national/rees-reveals-new-sydney-metro-plan-20081024-57x2.html
I suggested earlier in this thread that the government, in announcing a metro service to Rouse Hill was looking for a reason not to build any railway line there. The arrangement proposed seems to support that suggestion.
PS: The article posted by Mnel has some extra details
| Quote: | Construction on the CBD line would begin in 2010, one year before the next election.
The metro line would service Town Hall station, Martin Place, Wynyard, Barangaroo, Pyrmont and Rozelle.
Plans would then emerge as to an "extension to Macquarie Park and Epping as a second phase" or a "future West Metro as an Alternate second phase".
More detail on the "sequencing" of those lines would be made available in the November mini-budget, Mr Rees
...
Mr Rees said the project was about setting in stone that Sydney would have a metro system.
"By getting appropriate public transport into the Barangaroo development, which everyone recognises will be the heart of the financial district, means that over time we demonstrating to the region and the world that Sydney is not about pulling things out of the ground and mining, it is about financial services and related services and the export of our expertise." |

Hmmm, now the Victoria Road line is back!
| Quote: | FEDERAL bureaucrats have warmed to Nathan Rees's vision of a CBD metro rail line underpinning Sydney's future financial district, potentially freeing state funds to build a revamped Victoria Road metro to Macquarie Park at the same time.
The seven kilometre first section of the Victoria Road metro project, costed at about $4 billion by the Premier on Friday, has been well received in Canberra as a suitably "national" project,
...
A large-scale interchange is being considered for Macquarie Park for the new metro, the Epping-Chatswood line, and also for a north-west busway.
The announcement on Friday appeared to confirm that the State Government will back away from its repeated commitment to build a CityRail line to Rouse Hill. Mr Rees said that if the Federal Government provides the initial funding for the metro, then all heavy rail extensions are off the agenda. |
On the other hand, the bus industry group proposes an O-bahn as alternative way to service with north-west
| Quote: | With the state in deficit and no money to continue the metro to the north-west, the bus industry has been lobbying politicians to consider building a dedicated bus transitway to service the Hills district.
The concept requires separation from other vehicles and traffic lights, either by a tunnel or a series of flyovers, and a large number of high-capacity, low-floor buses.
It would be cheaper and quicker to build than a rail line but would be an interim solution. A segregated busway carries only about half the number of people an hour than a suburban rail line.
Korena Flanagan, a spokeswoman for Mr Rees, said: "There is a mini-budget process underway and improvements to transport infrastructure will be considered as part of that." |

Firstly, they're extracts from the same article.
Secondly, it's described as a bus route entirely separate from other traffic. Is that not an O-bahn? If not, how would you distinguish them?

Based on sketchy leaks, looks like it might be a busway for the NWRL and SWRL. Much cheaper to build but also much lower in capacity and you have to change modes. Without the pesky rail bit they could have the slim chance of delivering this as it would quicker to build and might survive the seemingly 12 month reviews of all prjects.
Anyway, there is a chance whole lot including the inner city metro will get junked when the libs get in next election ..
NSW treasury reigns supreme

As a guide but not a rule, Libs tend to balance budgets and build surpluses, Labour tends to spend spend spend. Any extended periods of >10 years with labour govt therefore are followed 4-6yrs of tight budgets and little capital works. The govts ongoing annoucments of building this this and this is politics trying to hide the real problems and maybe just maybe the voters have finally had enough and will show the govt the door. If the members of the govt where true state first, me 2nd, they would seek support from the opposition and govener and go to the polls outside an election year, so that the new govt (of what ever denomination) can have four years to focus on fixing the problems which has just got tougher considering world events. The new Premier, even if genuine and capable has both hands tided behind his back.
While the NW and SW links are important, NSW needs to in a position in which it can afford the projects first. Otherwise it will joing and long list of South American countries in spending spending spending on what ever with money it doesn't have and you haven't solved the real problem and the kids inhertit the mess.
Anyway, neither was due to start construction for a few years so still some time yet.
Regards
Shane

SWRL was due to start next year and NWRL the year after.
For all the current government's "spending" we don't have much to show for it. Hopefully the Liberals (or Labor, before they get voted out) will address the bloated bureaucracy and the wasting away of money on just about every project.
