I think the use of postcodes starting with 1, 8, and 9 is to differentiate between business based PO Boxes and and residential addresses. Probably to rephrase the question: How many suburbs are there in each city, and how many suburban stations are there? Electoral boundaries are also possible, as there tends to be a dsimialr acerage number of poeple in an electoral boundary
