Yes, becuase those platforms are never used during weekend trackwork, a time when you need as much information as possible because everything is topsy turvy. Wasteful, you're so right.
Although they are always left on... even when there is no trackwork. Surely can't they implement something to turn them on/off remotely? Not all computer equipment can do this, but I have a monitor and some simple software that can be scheduled to turn it on (as long as it stays plugged in) when it's powered down.
I have little doubt that people like yourself will then post mobile phone photos of them in outrage that they are "broken", followed by a letter to the editor.
