Yes the government has made some improvements in public transport such as the new stations and suburban extension (although some may have been started by the previous Labor govt)

I suspect that the Liberal Vic government would prefer to ignore the public transport demand in the hope that people will be forced to their cars and continue to build more roads and then point to the declining use of public transport as the main reason for the roads development.

This is indicated in the government's insistence on the road tunnel and the lukewarm response to rail proposals.

Personally, I'm not in favor of a major rail tunnel anyway, I would favor extensions to the airport, Roweville, Doncaster and the electrified line to Melton and more improvements in this vein in the future. I'm afraid that a major rail tunnel will gobble up funds and there will be no further projects for ten years. I don't think this tunnel is needed for future expansions, it's just an excuse to delay all rail projects.

I believe the issue with the airport link is linked correctly or otherwise with the metro rail tunnel.  I understand from discussions I have been party to the metro rail tunnel design has been completed. The metro rail tunnel is required to free up capacity for an airport service so if you believe what you are told then they are linked.

You could fund these improvements through debt...
