An airport service need to go to Spencer Street Station (as Sky Bus does) SSS has all the facilities that passengers arriving from overseas, Interstate, rural Victoria need when they first arrive In the city, no other station In Melbourne has adequate facilities, plus It has the most public transport connections then any other station In the State.
Travel to Deutschland/Germany and you will find many Cities have S Bahn (above ground mass rail transit) links to their Flughafens/Airports and all services go to the Cities Hauptbahnhof/Main Station, along with most other Cities In the Western World, It's just plain common sense.

A diesel train every 20 minutes would be good enough to start off, Sky Bus would still continue to compete along the Tullamarine Freeway, but may serve other activity centres around Greater Melbourne (Frankston, Greensborough, Ringwood, Werribee, Chadstone, etc with direct express services)
Future plans would be electrification of RRL Geelong, Ballarat and Airport (25 KV AC @ 50 Hz)
