WA's Public Transport Authority (PTA) is considering constructing heavy rail line through Perth's north east as part of its long-term planning to cater for the city's burgeoning population, it has been revealed.

Probably, but I don't think we will see much between now and 2025. Maybe just some prelimary work so they can reserve a corridor.

In this channel nine report they have a vague graphic display depicting the proposed alignment through the northern suburbs. It says it will be an underground metro line.

I think the bulk if not all new inner suburban urban railways will be mostly U/G lines going forward unless there is a pre-exiting corridor such as Trouts Rd corridor in Brisbane, hence the huge cost of expanding existing networks.

The planning for the Perth Darwin Highway (Northlink) indicates that there will not be enough room for median running rail lines on Tonkin Highway south of the Morley Drive interchange, and that just north of Morley Drive there will be an allowance in the Tonkin Highway median for tunnel portals heading north up the Northlink alignment. The same is also true for the Mitchell Freeway alignment north of Clarkson Station and south of Hester Ave where the median will allow for the tunnel portals and dive structures for southwest running lines labelled East Wanneroo Rail line.

The two alignments serve different markets, with the MAX serving the Mirrabooka corridor, and the new north-east line serving both the future Ellenbrook corridor and the East Wanneroo corridor up the future road link being planned. Not sure why Reece Waldock has been playing things down as "butchers paper scribbles" as there is enough planning on this done to determine where tunnel portals will be and where surface/underground corridors will be catered for.

I think Mark McGowans'  circle route proposal was a much better idea because it would serve both as a circle route and as a direct line to Perth all in one. Perth needs circle routes much more than the obsession with serving only the CBD. People need to get to work in places like Malaga and Canningvale and most of them probably live in the middle to outer suburbs. They build railways to solve congestion on the freeway, but don't do the same on Tonkin, Ried and Roe Highways.

Alternatively, they could build a light rail to Morley instead of an expensive underground heavy rail. Or even better, they should do both and connect up at either Malaga or Collier road. That would be a part of a proper network that would make it possible to get around the metropolitan area without being forced to rely on your car 99.99% of the time.

Whats the 80.20 rule and how long ago did they close Melbournes outer circle.

80% of x comes from 20% of y.
As for Melbourne's Outer Circle railway line (why did you have to bring that up), that you could say it was technically closed in the somewhere in the period 1893-1943, as the last active remnant is the  Alamein line, a chain of parkland and an annoyance of a heritage rail bridge converted to road use river crossing.
