Report by Dr Paul Mees on Melbournes rail system

Has there been any discussion on this report on Railpage, or as usual have I been to one eyed. I have found it  extremely interesting reading. He maintains the current lack of capacity is caused by inefficienies in the system, particularly the abilty of the operators and the Dept of transports ability to shield each other from criticism.

Interestingly this was echoed on a Melbourne transport discusion set by Jon Fane some time ago, The disucusion had reps from rail,tram, bus and road and they concluded the problems were mostly caused by Melbournes very fragmented transport control system allowing almost all problems to be ping pong back and forward with no result.

He clearly shows how to improve the current system at fraction of the cost of the metro tunnel.

Nope, it's the old (2008?) report where Dr Mees says overcrowding can be fixed by running more services in peak and that this can be done by improving signalling, buying more rollingstock, removing the odd level crossing and reinstating Platform 11 at Flinders St. Logical ideas that for the most part have not been implemented by Metro or PTV.

It's also the study where he claims that Regional Rail Link is unnecessary because the Bunbury St tunnel can be upgraded to carry Vline peak services. 7 years on, it's safe to say that you can ignore that bit.
