The latest scheduled shutdown began this morning and continues until Thursday night.

Over the next three days, $20 million worth of maintenance is being carried out on the network from the Port of Newcastle to Narrabri and Ulan.

You are correct, ARTC website does say storm repairs were complete weeks ago.

The 2nd paragraph is key here - this is a planned shutdown, planned well before the storms came along with $20M worth of work occurring. This happens on a fairly regular basis each year.

It just so happens to be a month after the storms.
