We finally have a winner!
These photos were taken from the north side of Burnley station around the mid-late 1920s - the ironwork in the foreground presumably being for the viaducts on the Albion - Broadmeadows line, as the captions only mention their construction (State Library of Victoria collection).
On the left, at the corner of Stawell Street and Madden Grove stands State School 2853. Unfortunately this fine example of gothic revival architecture is long gone. On the right can be seen part of the former platform connecting pedestrian footbridge.
The rooftops in the background belong to the row of Victorian terraces along Madden Grove that stand to this day. Besides these rooftops, the only other structures in this view remaining today are the two overhead stanchions and the top of the station hut on the up platform (two pinnacles and chimney).

I am confused. Burnley is two stations east of Richmond on the Lilydale/Belgrave/Glen Waverley side of the city. There is no large ironworks under Burnley Station, except for a short section where the Glen Waverley Down Line flies over the Up and Centre lines from Camberwell.
Albion/Broadmeadows is on the west of the network. The two are in no way connected, except through Flinders St. Are you sure this is not part of the works for the Goods Line which runs through the Bunbury St Tunnel under Footscray Station? This tunnel was put in in 1928 as part of the construction of the Albion to Broadmeadows goods line, which was later converted to dual gauge.

I searched State School 2853 and found a similar looking school building at the same intersection in Burnley, but I still cannot fathom the connection to the Goods Line on the other side of the city, or the reason for the iron work.

Mick, the iron works beside Burnley station was A. Challingsworth Pty Ltd (476 Swan Street).
They were also involved in manufacturing girders for a strengthened Goulburn River bridge at Seymour to support the burden of S Class pacifics at high speeds:

When you first posted this I knew it had something to do with the Goods Line. I found several pics of girders and tunnel arch supports being prefabricated, but all of them were being done on the western side of the Maribyrnong. These days I guess we would be prefabricating them in China and assembling here!

Thanks retromelb, a nice photo. A. Challingsworth even built wagons for the VR. Many of the heavy engineering firms built bridge components for the VR and the Railway Construction Branch, which would then be delivered to site and assembled.
