So its not bungled at all.

The capital project has only just been completed, but all the extra trains are yet to be fully delivered and handed over and the new time table is pending for later this year and probably timed for when the new trains would be available with a safety margin.

They expect three major projects that would have started 3 years ago to all be delivered 100% done within days of each other?

And the bottleneck will always be platform space and that bit of trackage between Spencer and Flinders Street stations.
