No, it is a completely new and very large workshop & storage building. The only 'extension' is a continuation of 3 roads in the original depot to access the new building.
The drawings and plans are preliminary so can change particularly in exterior design, the layout of tracks and main building might not change much though.

Looks like the roads in the new building might be accessed via a traverser. That's going to cost a pretty penny in and of itself...

Just a guess, but I'd say they want to put a restaurant tram setup there.

The tramway depot Is the starting and ending place of the tourist talking tram tours, I'm guessing the siding would be used to stable a tram (between tours) without blocking tram and road vehicle access between the depot and the system.
