Well production has most probably already started on them all the pieces need to be made before be final assembly is started so that everything is there at hand. So in that case they might be actually right. Final assembly, painting and delivery though are another kettle of fish.
By production I would assume some parts have or are being made and stockpiled till a slot can be found to do the final assembly of the models.
I think David is pretty much spot on here.
The main issue, as I see it, is the distinction between "production" and "assembly".
Production is the squirting of plastic and manufacture/purchase of components such as motors, sound chips, PC boards etc.
Assembly is the putting together and finishing of all of these components.
Production can occur months or even years before assembly.
It is really only when assembly is underway that we can be confident that delivery is imminent. That is, until a component, such as a sound chip, is found to be unsatisfactory, then assembly stops, and we go back to production and wait for another assembly slot. Whoops!
