VicRail days - "Freight Gate" and "Freight Depot" was there a difference?

           I have recently purchased this sign and would like to know if there is a differnece between a `Freight Gate" and a "Freight Depot"

If I had to take a stab in the dark, I reckon the Freight Gates were located on lines that still had railway stations and goods trains, but the Freight depots were located on lines that were only served by trucks as the line was by then closed under the Lonie and or Bland reports.
