Someone should tell V/line it is ok to reverse their train at Albury for Wodonga services as V/line has removed the train and run buses for what will be months.

Yes, there are also protocols for permitting road and marine freight between states. Rail Express won't be interested in that detail though.

In SA at least, the only difference between transport modes is where the vehicles are inspected for Victorian criminals trying to smuggle themselves in. Rail operators have the advantage of the inspection being done by the police on arrival at the terminal in Adelaide, which means that they don't have to pay their crews for unproductive time spent sitting still at the Bordertown crossing loop while the train is inspected.

A train can run around at Wangaratta, but there is nowhere to stable a pass set North of Seymour aside from Albury itself.

Thanks, that explains the total bustitution.  Running trains empty between Wodonga and Albury would require effort from authorities outside V/Line.
