All good leaders have a team of advisors who either work on issues (delegation as indicated by Valvegear) and provide a recommendation or simply provide their opinions, the leader listens, then makes a judgement call based on the data available. This way the final decision is usually more robust and correct pathway forewad.
Trump rarely listened and made policy on the fly, he couldn't stand to be corrected and just stuck with what didn't work.
Side note, a friend is studying Criminology as mature age student. I asked what do you do with this, she indicated that the most common work is submitting sentencing recommendation for Judges. Apparently Judges have people who research the data of the case, evidence presented, look for precedent, mitigating factors, degree of malice by the accused/convicted etc etc and write a report recommending a particular sentence and reasons why. I asked why the Judge doesn't do this, she said they don't have the time due to court hours and they are not always/rarely up to date with the law etc. Back to the topic and my point, if a Judge in Australia delegates the basic decision making out on sentencing, then what do you think the US President is doing?????
