That is how the VGR works, the Castlemaine and Maldon Rail Preservation Society is the group that I am a member of not the VGR
The CMRPS as it's name suggest was formed very soon after closure to preserve the line as a working museum. The VGR bit came later

GSPS is Geelong Steam Preservation Society ta Bellarine Railway, it is/was a sub division of the ARHS and started in Belmont Common before moving to Queenscliff on the South Geelong to Queenscliff branch line.Given that the ARHS no longer exists in Victoria and there is no mention of the Bellarine Railway or GSPS in the minutes after at least the 1980s, I'd take this one with a grain of salt...
The project is in full Steam so to speak and has been held up by covid, people are more than welcome to reach out to the railway direct.
