An internal staff survey obtained by The Daily Telegraph confirms widespread bullying, sexual harassment and discrimination and supports a string of cases revealed in recent weeks.
The Opposition is now calling for an urgent independent inquiry into the culture of harassment in the agency.
In the latest incident to emerge, a transit officer sat down in front of the teenager – who had committed no infringement – as she travelled home along the Illawarra Line late one night last year.
Another internal RailCorp document says the officer quizzed the girl on how she lost her virginity and what sexual positions she liked.
Then, when the teenager got off the train at her station, he followed her out.
"The transit officer who asked me the questions followed me and kept asking if I'd like him to walk me home," the girl told a RailCorp complaints manager later. "I kept saying no."
The teenager, who asked not to be identified, told The Daily Telegraph she was terrified by the incident.
"I was devastated," she said. "I didn't know what he was going to do.
"To have a stranger (behave) like that, especially when he's from the Government . . . I thought that those people were put on the train to protect the community."
The Daily Telegraph has been told RailCorp took no action against the officer for nine months, even though the incident report recorded a similar complaint made against him previously.
It is understood he has still not been sacked and was only recently suspended.
A RailCorp spokesman said there had not been enough evidence to stand the officer down at the time of the incident, but more had come to light recently.
He said previous allegations of misconduct were found to be unsubstantiated.
Meanwhile, a RailCorp survey of 1889 staff showed about 25 per cent of its workforce had been bullied or harassed in the past five years.
But far from trying to deal with the problem, RailCorp is telling victims to confront the bully – even though it is likely to be their superior.
The major forms of harassment were:
HUMILIATING and demoralising behaviour;
FAVOURITISM and unfair treatment;
UNREALISTIC pressure on work performance; and
OFFENSIVE behaviour and communication.
RailCorp said the 2005 survey showed it was not going to allow bullying to be "swept under the carpet".
Opposition Leader Peter Debnam said an independent inquiry was needed to flush out problems.
"The culture is obviously sick," he said. |

Far be it from me to be rascist, but when you put bean counters in managerial positions, and people from a non-english speaking background where bullying and intimidation of subordinates and women is the norm into the equation then this is giong to happen. (I dont mean "this" as in the incident in the paper, but rather the culture of bullying)
When you look at the RailCorp positions available website and there is a photo of 8 staff, only two of which are obviously of Australian descent, I believe there is something seriously wrong with the way RailCorp runs things. I realise there needs to be EEO and all that, but to say that there are that many unsuitable Australians for the position that they need to have a class of 75% non-Australian's is absurd.
Travel on any CityRail train and note the percentage of Guards who have such accented English language skills that they are difficult, if not impossible to understand. It is not rascism to refuse to employ someone who can not speak clear, intelligible English, especially where they are in a customer relations role or a safety-critical position such as a Guard.
I am not rascist, though my comments seem as such, I just get annoyed that RailCorp seems to place too much emphasis on EEO and cultural awareness than getting someone who can do the job properly and safely.

Interesting, but im not convinced..... children of that age these days look much older than the really are, and in some cases lie about their age to get attention (not to mention getting in to pubs/clubs ect)
The TO should not have engaged in a personal conversation with the teenager, but he may have been lead on.
ill end it their before i start a war with all the fathers on this forum!

In these politically correct days to be seen to be doing the right thing by everybody they have gone too far the other way.

Have some of you thought that railcorp get the applicants they get because of the type of work it is and what it pays (i.e you get more if you work unsocialable hours) to someone fresh off the boat, it's good money and a secure job..
Also the offical unemployment rate is very low
Take a walk around St George or the Bankstown region, you'll see a similar reflection of the job ad someone quoted
On the subject of the story, if the guy in question is in his early to mid 20's, late teens even. I'd believe sentiments like this

I thought i'd post it here in News as people usually like to express their different point of views on certain issues. This issue in particular would be better here than in the news section as many people dont view it there.

I'd like to hear the other party's version of the story.
Whenever something like this makes the news, it is often allegations from the victim [accusor] that get the publicity, not the accused.

2)15 y/o girl telling a story - I've heard some whoppers in my time from girls around this age, and a lot of them follow something along these lines, claim of abuse by someone in a position of authority...

Thats what I am thinking, Invictius.
-Girl is old off by TO for something simple [like feet on seat].
-Girl doesn't like it.
-Girl cries wolf
[Oh woe to me, he assaulted me, he made a pass at me, he asked me naughty questions].
-Everyone believes defenseless naive 15 year old girl over a TO.
-TO gets the full wrath of society and is suspended or sacked.
Why I have suspicions?
1. TO's are supposed to be in teams of 2 upwards [even in Sydney I presume] so where were the TO-in-questions partners at the time?
I'd find it hard to believe that the TOs partners would have turned a blind eye to what was being said if indeed what was claimed to have been said by the TO was true.
2. He wanted to take her home while on duty????? Refer to point 1 again regarding teams.
Of course he may be guilty as claimed, but I await to hear his side before believing every word she said.
