I don't know about wether Canberra would have a different level of service without the border, but I'd say the major reason the container terminal never got off the ground is to do with the lack of industry. There just isn't enough demand to justify the investment required. Even CR/AN couldn't get one off the ground, and theyeven went to the trouble of setting the yard up.
The only way something like that would work is if 1 company had a requirement for at least 12 boxes at a time on a change over basis (12 in 12 out). If there was demand like this then others would probably use the srevice, but without the initial demand it just doesnt work.
