The Outer Circle was a steam-era suburban railway line running through what is today the City of Boroondara from Kew East, through Camberwell to Malvern East. It also used to run from Fairfield on the Hurstbridge line to Oakleigh.

Ironically, the site of what was once the Kew East station is now the headquarters of VicRoads.

More than 20 new potential stations are identified, including one at Southland shopping centre and several along the Cranbourne line.

There is scope to reopen the Lilydale line via Coldstream to Healesville, and connect the Frankston line with Mornington.

Options also include a north-south rail tunnel from Melbourne University to Windsor and the Melbourne Airport rail link.

No less interesting is the potential for four tracks to Dandenong, including a mix of standard and broad-gauge lines.

There's also a track running from Port Melbourne and across the Yarra to Newport.

Opposition public transport spokesman Terry Mulder said the document proved Labor was incapable of planning Melbourne's transport infrastructure, with its left hand not knowing what its right hand was doing.

"Labor has failed to construct a single new heavy rail line in Melbourne, which desperately needs the rail extensions the Liberal Party committed to in 2006 to Cranbourne East and South Morang, as well as the Rowville rail feasibility study Labor refused to recommit to despite so proposing in 1999," Mr Mulder said.

"What new heavy rail extensions will John Brumby and minister (Lynne) Kosky commit to, and when will they be funded?"

A spokeswoman for Ms Kosky, the Public Transport Minister, said: "The Brumby Government believes in expanding rail, unlike the Liberal Party whose long-term plan was to have no rail lines at all.

"Work is continually being done within the Department of Infrastructure to plan for potential infrastructure growth. Governments must have long-term vision, they must plan for the future. We don't want governments of the future to be hampered by a lack of planning," she said. "This is what good government is about."


Good article. I can't help but think Terry Mulder's words always ring hollow.

Having seen some of the plans from about 50 years ago that were the future scope for the next 50 years, I would say that it is essential to have some sort of forward planning document for transport throughout Melbourne.

Most of the plan will fall by the wayside over the years as priorities swirl around but what does get up is greatly assisted by some forethought.

Talk about the pot calling the kettle black!!!

Just imagine if we were still in the Kennett "prune it back" era, trying to cope with the upsurge of passengers!

The Labor Government's biggest mistake must be the hasty disposal of Hitachis. Otherwise, the system is struggling with current demand and needs careful planning before any line extensions can be coped with.

The inner circle has potentional to make a come back. The outer circle is built over in places. I thought the Chandler Hwy crossing of the Eastern Fwy was originally part of the Outer Circle. Following the land reserves in the melways seems to indicate it is.

Anyhow, major upgrades and additions are required and a whole new approach to train services should be investigated. Melbourne's spoked wheel network is fine for the CBD... but more cross city running is needed.

Although I can't see the network changing much in my lifetime.

Interesting the line to Tarneit is omitted, particularly when the Ravenhall siding is still clearly noticeable.

An Allendale Rd station at Eltham North would be bad news for timetabling, train frequencies and on time running on the Hurstbridge line without track duplications - although only a problem at peak hour when the Eltham - Greensborough section isn't the only pinch point. Having said that, I guess the time frame for an Allendale Rd station would be 40+ years. If only Mulder appreciated that these plans are mostly long term visions rather than election promises.
'Zing!' to Kosky's spokeswoman - I seem to recall Kennett wanting to shut down a number of rail lines! That would have been great planning Rolling Eyes - so its a bit rich to have a go at Brumby for poor planning!

Wasn't someone saying in another thread that the government should have plans exactly like this, so when the funding becomes available they could implement plans "the way VicRoads does"???

Unfortunatly half these projects will never see the light of day... Sad
Maybe one day we will get a fully intergrated public transport agency and culture within the government. And something will be done.
I am sick to death of lack of action over severe public transport problems.

The Allandale road station has long been campaigned for by the locals, but I don't imagine anything will happen until Greensborough - Hurstbridge is re signaled and Diamond Creek becomes remotely controlled from Eltham.

Eltham to Allandale road is about 3.1km, and the surrounding countryside has been gradually filled in with suburbs in recent years so such a station would certainly be convenient. Eltham to Diamond Creek is about 5.23km.
