What's the go with the CBH loco (one of the NG variety???) sitting in the Qube/Greentrains/Coote compound in Midland, behind a line of K class?

Can someone please explain how a truck can actually do that to the tracks. Especially at a crossing which is designed to have vehicles cross it?
