It is to do with platform clearances I believe.

Correct, had they not done this and only moved one rail all the way then at stations the train would be pushed against the platform. All it does is ...

After admitting you have no knowledge of what is being planned, you insinuate that DTEI is telling fibs to those contractors involved in the revitalisation project!

However, I'm not so sure about your title...'Steam returns....'

The Cronulla line was never run as a steam hauled line, it opened as a fully electric line in December 1939.
