Agreed, but with the Vline "farebox" covering less than 20% of the operating cost an additional 3% per year above inflation will not buy much.
However, it is better to increase fares in "real" terms ...

They had active influence in projects like the Sydenham electrification and the purchasing of Sprinter railcars.

They may have had some input into the Melbourne centric ...
