Yes, I think 1067 mm is the way to go - maintains the versatility of types of rail operations along the corridor.
Japan has a strong heritage with 3'6" so might be worth looking in that direction for ...

I vaguely recall hearing about some preservation order on this corridor - can't vouch for the reliability.

There is already a reasonable rail infrastructure basis from which to build a decent route ...
