Track planning software might help you with this. My RailModeller software has plans for both Peco Streamline and Setrack elements and for me has proven to be accurate in planning curved point crossov ...

I run my turnouts from a 6 volt power supply – nice and slow. You could run the tortoises from a variable power supply (controller) until you get the speed you want.
