Well its got me beat. I will take a wild guess and go for somwhere on the GSR.

Its not the GSR, There isnt any ctc signaling at any yards on the GSR its train orders down there.

I'm pretty certain it is not CTC signalling. It is the crossing indicators. You need to get down and push the button to activate the Road crossing lights then you get a yellow on those lights in the picture.
