I'll award the point to coyote. It is off DH25's bogie, and is used to dampen the vibrations from track/engine, whilst holding the diff. in place.

I PMed coyote, who replied open floor.

The object: on the end of a loco or EMU or DMU, as suggested by the footplate-ish metal on the right. Perhaps a Scharfenberg coupler underneath?
