PN `to scrap or sell excess rolling stock overseas'


Excess rolling stock belonging to Pacific National would be scrapped or sold overseas, rail industry insiders have told Lloyd's List DCN
But the rail operator said it was still in talks with grain companies about the future of its equipment after its downsizing of grain services in New South Wales and Victoria.
The loss of rolling stock would make it difficult for other operators to move into grain transport in the short term and could threaten the handling of a bumper harvests.
Rail operator El Zorro, ambitious to secure a long-term contact with AWB to handle a greater volume of New South Wales and Victorian grain than previously, had been in contact with Pacific National parent company Asciano to lease or purchase its equipment, El Zorro business manager, Geoff Tighe, said.
"I spoke to Mark Rowsthorn regarding the acquisition or lease of their equipment, particularly grain hoppers," Mr Tighe said.
"Mark Rowsthorn indicated that Asciano had other plans for the equipment.
"It will be scrapped or sold overseas.
"He (Mark Rowsthorn) indicated that they might rest in Saudi Arabia."
Mr Tighe said no Australian operator would have access to the equipment because he was told a better outcome for Asciano would be to sell it overseas.
"Saudi Arabia is the best financial option for his company," Mr Tighe said.
Last December, Asciano said that it would exit, sell or significantly downsize Pacific National's grain rail services in NSW and Victoria because of losses of $3m a month.
Asciano spokeswoman Marie Festa told Lloyd's List DCN the company would consider all options regarding the future of its rolling stock.
"We are continuing discussions with our customers – the grain companies – and until we finalise those discussions, we cannot confirm what we will do with excess rolling stock," Ms Festa said.
Asciano said the company's bulk services division, which included coal, industrial products and grain, had about 400 locomotives and 8,500 wagons.
Ms Festa said she could not provide a split as some equipment was used across the different areas.
The Australian Bureau of Agriculture and Resource Economics, in its March quarter commodities report, predicted that Australian wheat exports would rise by 9m tonnes in 2008/09.
"The value of Australian wheat exports would increase to $4.7bn – more than double the value in 2007/08," the report said.
Mr Tighe said he was concerned that there would not be enough rolling stock available to facilitate a bumper wheat crop in 2008/09.
"We are currently organising to get those resources in place," he said.
"But there will not be enough resources, in an adequate and timely manner, if we have a large grain harvest."

lets hope common sense prevails here, i know that PN owe nothing to other operators but this really does smack of "crash & burn"!!! is it just another way for Toll to push more & more stuff onto their trucks

If only Geoff Tighe had that conversation on PN letterhead with a signature in ink at the bottom, instead of being a phone conversation, there'd be iron-clad proof that PN is being anti-competitive with its rollingstock. There can be no way in the world a buyer in Saudi Arabia would be willing to pay more than a local can, taking the cost of shipping into account.

What type of rolling stock would be used in Saudi Arabia ?
All the unused oil pots that are sitting at Tottenham ?

I think Saudi Arabia Is developing a railway system at the moment,
but I think It's going to be a heavy axle load system (30 tonne)
Not sure I read It somewhere.

MENTION the name Zorro and there's a good chance most people will think of the swashbuckling, masked crusader.

However, when Ray Evans founded niche rail operator El Zorro in 1999, he was not thinking of the fictitious champion of the underdog in early 19th century California.

Mr Evans, who speaks some Spanish, is an admirer of trucking magnate Lindsay Fox, so the preferred name for his new company flowed from there: Zorro is Spanish for fox.

Now, however, El Zorro, like its namesake, wants to come to the rescue. It aims to help the state's grain farmers and at the same time begin an era of expansion as a major rail freight operator in Victoria and NSW.

Rail giant Pacific National is getting out of grain and general freight, potentially leaving grain farmers without rail transport, and El Zorro wants to take PN's place.

The specialist rail operator, based in Williamstown in Melbourne's inner west, has already won some contracts from PN, including an agreement to carry container freight between Warrnambool and Melbourne, and a contract to provide two trains for AWB. Negotiations are continuing with AWB for another contract.

"There is potential for a big grain harvest," said El Zorro business manager Geoff Tighe. "The biggest issue is time. We would like a decision by the end of April so we can get our planning under way. AWB took a punt with us. We think it will pay off handsomely for both."

Mr Tighe is one of the three shareholders in El Zorro, the others being Mr Evans and Lisa Trezise. He brings more than 45 years' work experience to his executive role. An initial 16 years in the industrial chemicals sector as an accountant has been followed by almost 30 years in rail.

Mr Tighe joined the Victorian Railways Department in 1979, eventually becoming chief executive of V/Line Passenger Corporation in the mid-1990s, and after privatisation, chief executive of National Express' passenger company.

But he soon fell out with the private operator over a variety of issues, including revenue projections and safety issues, and feels vindicated by the failure of National Express.

"My arguments in time have proven to be correct … but they (National Express) trashed the careers of worthy people in the industry," he said.

Mr Tighe moved on to become chief executive of Great Northern Rail (GNR), which became a prototype for El Zorro. "We were a little operation, hiring out locomotives, hiring crew and running infrastructure trains," he said.

GNR was used by contractors to do various jobs at work sites — moving ballast, lengths of rail and sleepers. It was at GNR that Mr Tighe met Ray Evans.

The company folded, a victim of the dispute between the State Government and Freight Australia as the latter cut back on its maintenance, depriving the debt-laden GNR of work.

Mr Evans formed El Zorro in 1999 as a small trucking group, and Mr Tighe, after a stint with Southern Shorthaul Rail, joined him in 2004 as El Zorro won a crucial, multimillion-dollar contract with Interrail, a Queensland Rail subsidiary.

"It's been our bread and butter, creating a constant flow of business," Mr Tighe said.

El Zorro's work has included crewing QR's Brisbane-to-Melbourne rail service on the southern leg from Junee to Melbourne, and hiring crews to PN. El Zorro is now doing level-crossing work for VicTrack and is working on the upgrade of the Mildura rail line.

The great leap forward is now the intended expansion into general rail freight. El Zorro has 45 employees, many of them drivers, five small-to-medium locomotives, and some wagons.

The niche operator has been hiring rolling stock from a variety of companies. "We have put in a lot of thought — we reckon we can do all the Victorian stuff," Mr Tighe said.

For all those who get past the previous post...

El Zorro is running a grain train this friday to Dimboola from McIntyre Loop. 20 Wagons using an SCT G Class loco. El Zorro have hired this loco from SCT for the job. Not sure which SCT G at this stage. Due out of SCT Laverton depot at 2100 for a light engine run to McIntyre loop to pick up the train.
