From the Yarra Ranges Local News for Feb/March 2019:Stage 1A (Beresford Rd, Lilydale to Macintyre Ln, Yering) is currently out to tender on the Council's website. Expected construction start late April 2019, to be completed some time in July 2019. That's the easy section, mind. Only a couple of small timber trestles and culverts that can be wholly replaced and only two road crossings.

A draft lease has been received from VicTrack for section one from Lilydale to Yarra Glen and is being assessed. Yarra Valley Railway has agreed to provide access for the trail to transition through a section of their leased area and for Council to develop shared visitor facilities that will service rail trail users and Yarra Valley Railway customers. Council has been awarded $2.5m from the State Government's Growing Suburbs Fund for stage one. Council will also receive $2.5m via the Eastern Metropolitan Partnership process."
Stage 1B (Macintyre Ln, Yering to Yarra Glen station) currently has an expected start date of early 2020 and a predicted completion date of October 2022.
Interestingly both sources of funding listed in your quote are coming from State level - no council money is being spent on construction aside from what they've spent on consultants for the master planning.
I guess that means shared facilities such as toilets, possibly bike storage, in the Yarra Glen station area.Yarra Glen Station toilets will become public toilets. I haven't heard any mention of other extra shared facilities to be built at this stage.
