I assume you have Trainz Henry?
My first response to your question would be to read the game manual .
But I'll explain it briefly anyway. You have to go into Surveyor and select a route you want. When it's open, find some track and click the little train tab in the bottom RH corner of the window. It'll give you a list of locos and rolling stock that you have (built in and custom made). Select the one you want and plonk it onto the track. Then you can make up consists from there.

I suspect Henry means to add new locos and rolling stock into the game that are not included with the game?

Assuming you've already looked at the download station, any items unavailable for download, seen in screenshots here are likely being tested by their creators, or friends.
If you've not yet tried the download station, it's very easy. That's where I found (among many others), the ARG 22, the ASR 830, 620/720 railcars, Endeavours, Xplorers, 90 Class etc, as well as coal hoppers, grain hoppers, steel wagons, container wagons, etc.
Victorian modellers are especially lucky to have a dedicated group of modellers who consistently and regularily produce really quality stuff. NSW gamers are lucky enough to enjoy some of their NSW creations too .
Try searching the DLS for "Victrainz", although there are also test versions of some models posted on their forums:
http://forum.victrainz.com.au/
I know S301 (who posts here also) certainly does some outstanding work worth downloading.

You'll have to be more specific. You're talking about Content Manager Plus (CMP) yes? What errors are you having? Have you e-mailed the Helpdesk (Tech support at Auran) or asked about it on the Trainz forums? They're both better able to help than we are!

Download your items direct from the Download Station at:
www.auran.com/TRS2004/DLS.php
CMP in TRS2006 is abissmal and a total waste of time trying to get working if it doesn't work the first time, Help-desk so-far has been unable to help myself or any of the other people I have spoken to about the same issue of not being able to get CMP to download.
If you've got any more questions just give me a buzz with your problem.
Tom
EDIT:
I think your problem is Henry is that you are trying to use "Download Helper" from the Download station page to download the things you want, unfortunately with TRS2006 this opens up CMP and it becomes necessary for you to download each item you want individually...takes a while but is well worth it in the end.

Selecting the items you want to download from the DLS is the first step, which you've probably already done. This should open Content Manager Plus (unless you already have it open).
Tom (flathog) has already explained it a bit on how to download stuff from the DLS, to CMP. In the CMP main window there should be a little box on the left-hand side called 'Download Helper'. This displays all items you wish to download. When you've got everything you want, hit the 'Start' button below to start downloading.
As each downloaded item is complete you will hear some sort of clunking sound (beats me as to what it is). Each downloaded item is automatically installed into Trainz via CMP. When all items are downloaded you'll hear a cow mooing
As I've said in my first post, referring to the TRS Manual will also be a big help if you're still stuck.
EDIT: A registered copy of Trainz is a must have, not to mention an Internet connection too.

I have found that CMP and the DLS will flatout refuse to talk to each other, period, and given up on them. It worked, once in TRS2004, but never again.
I use the FTP method of getting stuff off the DLS. On the "Download Page" for the item you want, it gives the FTP directory, your username and password.
Simply open up the Command Prompt on your computer, type FTP, then Binary (You should get the "Type set to I" message now)
Then "Open" and type "Files.Auran.com" or "Firstclass.auran.com" then enter your details and navigate to where you want to go to get the stuff you want.
The FTP command LOCAL, IIRC, changes the directory on your computer where the CDP files will go.
Then just open them using CMP and Bobs your father's brother.
