I think it's time for a useful clue. I certainly have absolutely no idea where your shot was taken other than somewhere on the former VR network and currently on the broad gauge. Considering the lack of any guesses, I would say that nobody else has any idea.

That gives either the Hamilton - Mt Gambier line, or the Ouyen - Pinnaroo line. I choose that latter.

Im going to say Geelong side of Winchelsea otherwise it would be around the Moriac area.

Also pic not working.

Very interesting must have been in the section between Moriac and the Cement Works?
