I might go for Warragul.

The steps and platform appear to be missing from the tender oil tank, which makes me suspect that it's waiting to be placed on a plinth...

Recon you're right there - that's the Caltex siding on the former Noojee line stub.

Yes, Warragul, in 1971. The A2 was on the stub of the former Noojee line pending being placed in a park. Not only the steps were missing: so too were the number plates.
