I'm a local so I should know, but I don't. So what the hell is going on. Yesterday i was going for a walk around town when I hear a diesel loco coming. I knew it wouldn't be a N pass service because we only get vLoc's in echcua. so I waited around to see wtf was going on and there was T377 and T367 push-pulling a rake of about 5 flat cars with long sections of track on them. please tell me what is happening!!!

The stabling yard for Echuca will probably just be a big barbed wirefence around an existing siding. Over the past few months there has been a number of rail trains running from Bendigo - I believe they are picking up redundant rail from the Melbourne - Bendigo bit (upgraded under the Regional Fast Rail project) and then moving it to the Echuca and Swan Hill lines, to replace the older rail there.
There are number of photos of the train at this site:

The Bendigo - Echuca line is 94lb jointed as far as Rochester, and much older 80lb jointed rail from Rochester onto Echuca .
The Bendigo - Swan Hill line is 94lb jointed as far as Kerang, and older 80lb jointed rail Kerang - Swan Hill .
The reclaimed 94lb rail re-claimed from the RFR upgrades would be being used to upgrade by relaying the 80lb old rail with reasonably young 94lb rail between Kerang and Swan Hill and between Rochester and Echuca .
After these sort of track upgrade works even with jointed rail and adequate ballast and tie renewal 100 kmh should be achievable for DMU on the Echuca line (currently 75kmh), and 100kmh Kerang - Swan Hill for loco hauled (currently 90 kmh). If the tracks were continuously welded then even higher speeds should be achievable like 115 kmh loco hauled to Swan Hill, and 115 kmh DMU to Echuca .

When will this work begin. And will trains start doing these speeds?

The track work on the Bendigo - Echuca line is believed to be scheduled over 2 months from mid April to mid June 2008 .

It's being built from scratch.

Will you leave that poor girl in peace then
The Vinelander, from Melbourne to Mildura was Victoria's only overnight sleeping car train which was launched 8/8/1972.
Ballan, the best town, on the best railway line, in the best state, of the best country in the World.
Longreach, Qld here we come The old pioneering town will never be the same.

How big will the "train stabling facility" at Echuca can be? Hopefully large enough for more than just a single V/Locity set.

So based on these speeds, what would be the travel times for Bendigo to Echuca and Bendigo to Swan Hill assuming joined 94lb rail and also what travel time could be achieved for 94lb welded rail?

Will Echuca then get more than one service a day? A Melb morning train should be expected. Everyone get onto the local members. This is the only way to get things done. Annoy them silly.

With 100kmh DMU running on the Echuca line in lieu of the existing 75 kmh a reduction in travel time of 15 minutes to around 60 mins for the 80 kms distance should be achievable.
What will determine when Echuca gets a day return train service from Melbourne on Weekdays (i:e: a second or third return trip on Weekdays) is not the condition of the track but rather the availability of rollingstock .
On one hand VLP will have two extra V/locity sets (up from 38 to 40 by years end) BUT some of this extra capacity has been soaked up already by allocating 2 x Sprinters to Stony Point and VLP is potentially faced with probably operating its North East Albury services on sg which will require extra passenger rollingstock above the current fleet.
However when an extra DMU set is available Echuca can be given one or even two extra return trips per Weekday by extending existing Bendigo trips. In reality it would be more efficient to run two extra trips rather than have a train set and crew sit at Echuca from late morning till late afternoon . Viz: 0700 Dn form Midday Up Echuca; 1300 Dn form late afternoon Up Echuca .
Alternatively a single Sprinter could be allocated to Bendigo and that could run two return trips Bendigo/Echuca on Weekdays connecting with Bendigo - Melbourne mainline trains . (Viz: am Dn, Midday Up, Early afternoon Dn, Late afternoon Up.)
