Hmmm how do you get up there? It is a great spot to get photos. Do you have to work for PN or something?

No idea, someone else will have to answer that for you.

The LED Displays are for Route indicators.
Y=Yard
M=Mainline
L=Local
IP=Independant Goods Line
B=Brooklyn
V=Victoria
S=Standard Gauge
i think thats all of them off the top of my head.

While Route Indicators in Victoria are not exactly new, there seems to be a bit of a move away from pure speed signalling, to route signalling more like say NSW.

Can't say I've been there lately, but the positioning of this new signal looks like it may have ruined the view from the footbridge on the up of West Footscray, unless the angle is deceiving me.

You will now have to stand on the signal gantry. joke.
Do ARTC do signal diagrams the way V/Line and V/R use to do them. Are they still issued to drivers as updates like there use to be in the weekly notices.

Yep; signal diagrams are still done the way V/Line and VR used to do them; and yes, they're still issued to drivers and other staff through weekly notices.
Here's the current West Footscray- Tottenham diagram (with new signals etc.) on Mark Bau's http://www.victorianrailways.net:-
