Although I usually feel that OH&S rules go a bit overboard, it is hard to imagine any organisation today, that would happily have photos like this of their employees on the front cover of their own or any other magazine.
Meant to post this some time back. Just found the file again, so here it is.

I was watching Track Record on DVD recently, and noted too not that long ago seeing the scratchy, dusty B&W footage of the steamers, with crews hanging off step-ladders, standing between wagons and tenders while coupling up and even loose-shunting!

So long as he doesn't decend too quickly or have a steam loco pass beneath, it probably is.

As for a Harness ....... where would you attach the tether?

I was a qualified OH&S rep (federally, so Australia Post, Telstra, and the Armed forces).
I didn't renew my two-year term. I was jack of the bullsh1t. I was expected to prosecute stuff against the bosses that I was actually on the bosses' side on because the complaints were so silly and minor. Or the bosses asked me to promote safety in the latest fad area, when there were glaring and real safety concerns elsewhere.
I was all for safety, don't get me wrong. But I didn't like the stupidity displayed on both sides. So I walked away.
I must say though, the lengthy training (supplied jointly by the corporation and the union) was excellent, and the legislation is very good too, but at the coalface, you can't legislate against w4nkers.

Mate, if that loco pulls as hard as you do, it'd move anything.
