I guess from the way this is worded that it's specifically for qualified drivers with current VIC safeworking, not qualified drivers from another state (such as myself, for example)?

I think you are right.

It will be aimed at Pacific National Victorian (old Freight Australia) drivers and also Connex.

Interesting, no mention of a diesel qualification this time. Means it is open for Connex drivers who did not come through the old diesel system.
