Wannan Water are building a new water pipeline, which has to cross the rail line. Naturally, flagmen have to be provided at a cost of about $1300 per week. However, the magazine reporting this say that the section of line is closed and does not carry any trains, so that the flagmen are unnecessary and a complete waste of money. How can this be so?

Probably to protect them from being hit by a HiRail. This story/thread came up about 2 months ago on the Dennington line beyond Warrnambool.
