was there ever any passenger services that went via that line and was there any stops between Dunolly and Inglewood

In 1928 there were passenger services on every line in the state bar two. You will find the info on http://www.victorianrailways.net/ click on timetables then on the copy of the Country Timetable 1928 and you can find out for yourself instead of asking all these questions.
The two lines that had no services in 1928 were the Wensleydale line and the Grampians line. The rest are all there to find.

according tot eh 1928 timetable it went Melbourne to Castlemaine, Maryborourgh, Inglewood, Bendigo, Melbourne, meaning ti would have had to change direction atleast 3 times, (castlemaine, Maryborough and Inglewood) appears a silly route to take rathern than via Ballarat

In those days the steam trains had a hard job gettjng up the big hill between Bacchus Marsh and Ballan - they needed banking engines to assist. Although that was the main line to Ballarat and Adelaide a lot of trains were diverted via North Geelong to Ballarat or for northern lines from Castlemaine to Maryborough instaed of using the slow trip to Ballarat up the hills. After diesels came in the 1950s things were different.
