The Wiki link says that the memorial relates to an explosion "during the excavation of the cutting, north of Hill Top" presumably in 1863. It gives the Camera Location as 34.335958333333_N_150.49261111111_E which Google Maps suggests is around 500m on the Hilltop side of the big cutting overbridge.

There are no tunnels on the Loop Line (except the original Picton Tunnel), so it is in the open.

Sorry OldSteamer, former QR track not private route formation but the next clue is the products of the various Canungra regional sawmills traveled over this spot. But that could mean many spots in QLD as Laheys Limited used QR.

Sorry but Johnboy's attempt of Yarrabilba is also in that long section and I said no, so to be fair, I will need an answer that is a little more specific as that portion of the route is almost 9 miles including a lovely crossing of the Albert River. That is not to say the answer is on the portion you nominated. The long sweeping curved cutting might be a clue, plus the fact that particular part of the route seems to have been given a road base after the 1955 closure. The public building arrived next door in 1966.
