Deniliquin is the answer.
It is open for rice trains but has no passenger service.
It sits beside the Edward River.
The irrigation infrastructure is about 5 km south-east of the Town centre and is the Lawson Syphon. This takes water from an irrigation channel and diverts it under the Edward River for use in areas west of the town. (My compliments to duttonbay who, I believe, picked the Chaffey pumps at Redcliffs as the infrastructure in question).
Finally, the annual event is, of course, the Ute Muster.
