Crown told to delay Barangaroo casino

In a major loss for billionaire James Packer, Sydney’s Barangaroo Casino has been told not to open in December, following a decision by the NSW Gambling Regulator that its inquiry into the suitability of Crown to operate the casino should conclude first.

At a press conference in Sydney on Wednesday afternoon, NSW Independent Liquor and Gaming Authority Chair Phillip Crawford said the decision was made in light of “extremely concerning ongoing evidence” unearthed at the inquiry.

“We are hopeful that Crown Resorts will agree to our request to postpone opening of all gaming activities, which would be unable to begin without approval of these regulatory matters,” he said.

“The Authority has found ongoing evidence before the Bergin Inquiry to be extremely concerning, that any gaming activity at the casino before the inquiry’s findings are released in February 2021 and considered by the authority would pose unacceptable risks on the community against the public interest.

“In light of this, we did not consider it appropriate to determine the applications before the authority until the findings of the Bergin Inquiry.”

Mr Crawford said the delay will be forced by a deferred decision on regulatory approvals, without which Crown cannot open.
“We’ve deferred consideration of the regulatory approvals — we didn’t want to make any of those approvals today — to our February meeting,” he said.

“Without those approvals they won’t be able to open.”



He said he would consider approving a limited opening of the hotels and bars within the Barangaroo hotel resort next month. This was previously put to Crown, but Mr Crawford said Crown did not take ILGA up on this offer.

“We did suggest originally to Crown that we would be happy to talk to them about a limited opening — that is their hotel, their bars and the restaurants,” he said.

Why should they have a second licence when they cannot look after one?  The licence should not be approvved because if it is it will show that it does not matter what crimes you commit if you are connected to the government you can get away with it.  Who have been identified as breaking the law and of those who have been charged?

Crown now asking the NSW Government to be allowed to have a trial run on their Sydney Casino.  

What Crown want is to be allowed to run a second casino when they are not running the first casino correctly and with criminal activity.  The Licence should be prevented from going ahead to show companies who engage in criminality they will be held accountable.

It is where a government is receiving so many bribes and other contributions from big business decisions made by the government are not policy but favours for cash. Grocon appoints administrators as Barangaroo stoush takes toll

Building giant Grocon has called in administrators after declaring its construction business insolvent and putting the blame squarely on Infrastructure NSW’s handling of the company's Central Barangaroo project in Sydney.

Work had already stopped on a key inner-city office site in Melbourne, with subcontractors downing tools after not being paid for many months.


Grocon chairman and chief executive Daniel Grollo said Infrastructure New South Wales' handling of the Barangaroo project in Sydney had forced the developer to call in the administrators. CREDIT:WAYNE TAYLOR

However, Grocon said that its Ribbon development in Sydney's Darling Harbour and the Northumberland development in Collingwood, Melbourne would not be included in the administration entities.

The private Melbourne-based developer was founded 73 years ago by Luigi Grollo and after his death has been run for by his grandson, Daniel Grollo.

Mr Grollo said in a statement it was unfortunate that INSW was forcing its hand to place the construction business into administration.

"While I have spoken before about moving Grocon away from the construction business model to new initiatives such as Build to Rent, I did not want to call in administrators," Mr Grollo said.

"My desire is to pay the creditors in full. I believe we will ultimately win the case against INSW and when we do so, the creditors will be the first in line to be compensated."

Grocon's construction legacy in Australia's biggest cities rivals any other private developer. But the developer has faced a series of legal challenges in the courts, most recently with property heavyweights Dexus, APN Property Group and GPT, but also its $270 million legal stoush with Infrastructure NSW.

Grocon launched fresh legal action against the NSW government in July, in an effort to compel the release of settlement documents in relation to the Central Barangaroo project.


Work on developer Grocon's only Melbourne project - the Northumberland development, a 12-level inner-city office in Collingwood - has ground to a halt and the company has called in administrators CREDIT:SIMON SCHLUTER

Grocon says it is now fighting for compensation in the NSW Supreme Court after two years of attempting to negotiate with INSW, the government agency handling the precinct since the closure of the Barangaroo Development Authority (BDA) in July 2019.

In September 2020 INSW won a court order compelling Grocon to pay $1 million of security for the agency's legal costs in order to proceed with its case, another move which Grollo says is intended to add additional pressure on the company's financial position and force Grocon to walk away from the litigation.

Crown's biggest problem is that Jamie Packer resigned his directorship of the casino operations a few years back but in evidence tendered to that inquiry they found that he'd actually been continuing to pull the strings and issue orders well after he resigned. Clearly in breach of corporate law and governance.

None of the other stuff about the failed operations in Macau and the arrest of the recruiters in China matters (no matter how crooked it might appear) because all they were really focusing on was the chain of responsibility at Crown and who was actually in charge - and it appears that Jamie was despite his strong denials.

It's very bad for Crown because they hold two other licenses in Australia (Melbourne and Perth) and there's been some strong lobbying particularly in Victoria for either a second casino or a series of smaller operators to be allowed to open in regional areas like Geelong or Mildura. The last thing Crown wants is extra competition for their Southbank cash cow or a steady erosion of that monopoly.

Noticed that Crown's share price is still around $10 and hasn't tanked on this news - the market must have expected this outcome for a while. I wonder what will happen to those newly-completed towers at Barangaroo now - new owners and another purpose I guess.
