The B had original GM bogie under it which had sprung axel boxes like normal but it also had a sprung bolster where the X's for example have rubber blocks which obviously give a firmer ride. It wasn't any worse noise wise than an average X if anything a little better.

It leaves after the Xplorer, and when it can get a path into Sydney after the curfew.

There's a freight curfew in the Sydney metro area during each peak.

Also the crew needs 11(?) hours off between shifts.

FA (vic) minimum times off between shifts are 11 hours when at home depot and 8 hours on a rest job. I presume the same applies for NSw.

Also NSW I believe ahve a strict cannot work more then 12 hours in a shift. This might also play a part in the times the oil trains run (ie being able to get into Sydney with little delays).

Fact time. Maximum shift length 11 hrs (driver/ 2nd person) 12 hrs (driver/driver). Minimum time between shifts 11 hrs when signed off at home depot, 8hrs (prefered, may be 7hrs in exeptional circumstances) if ex rest.
