For the Mornington route you'd only want say 4 pass cars and a loco, from memory thats all they have running at any given time

Damn straight. That and some E and W cars, as well as some V and L cars too. Oh and some N cars (just about every carriage class that VR/Vicrail/V/Line ever used, lol)

For starters, I use a camera, tape measure, pen, paper & a clipboard.
Apart from that, my biggest references are the photos in Peter Vincent's CD (info at http://www.netspace.net.au/~pjv101/) and a book of basic VR drawings published by the Victorian Model Railway Society in the early 1980's.

So you pour over PJ Vincents CD too, it's been a saviour for my modelling for sure, let alone my dads, lol
Oh and as soon as I get the chance I will be taking pics of my first 'contract job' and posting them in the MR section, its a variant of the G&E models CE van

My MSTS stuff wouldn't be here if it wasn't for Peter Vincent's CD. You'll find I acknowledge his CD in all the readme files for my rolling stock.
BTW, you can get it at "The Buffer Stop". It's in Plenty Rd in Preston.

It may have sold out, because from memory Peter wasnt planning on doing another lot after the initial Updated Rollingstock CD
Ask around at the hobby stores and see if they have a copy, but I wouldnt bother going to a 2nd hand stall and asking, chances are that the CD will be corrupt.
